AN APPRAISAL OF THE FACTORS MILITATING THE TRANSFORMATION OF NKWEME LOCAL GOVERNMENT.

CHAPTER 1

1.1Background to The Study

The local government is viewed as a semi-autonomous area which is formed under the constitution or general laws of a state to carry out functions within specified geographical area. Agbakoba (2004), stated that the local government is an administrative and political unit that is vested with the powers under law to govern a specified locality. Its philosophy is entrenched on the idea of grassroots level participation in government.

scholars and practitioners have indicated that local government are not only formed as representative arm of the state and federal government ,but as a means by which which goods and services are delivered to the people within the framework of enabling laws which established them.

Consequently it is the need to foster a balanced development in the rural areas and enhance the full participation of the rural dwellers that precipitate the establishment of the local government administration. The local government constitutes as a channel of administrative and political structure and facilitates national integration, rural commitment in governance, and a channel of fostering development at the grassroots. The local government is viewed as a co-partner with the state and federal government, Therefore the research seek to investigate local government administration as a panacea for rural transformation

1.2Statement of the Problem

The rural populace is confronted with numerous developmental needs such as education, water, health care facility, good roads, electricity etc. This lack of basic amenities has constituted serious challenge to the living standard of the people resulting in poverty, poor health and living standard. Consequently the local government administration was instituted to serve as a bridge between the state and federal government in executing government development program at the local communities so as to enhance socio-economic development if the rural areas

However according to Dare, (1989:38) The local government has not made the much needed significant impact towards the socio-economic development of the rural populace. He stated the much problems lies in the lack of provision of adequate funds to the local government. Also Ogunna (1980:44) identifies factors militating against the performance of the local government to include inadequate funding, poor executive capacity, poor and inadequate working equipment, staff incompetency and state government interference with its internal operations leading to excessive delays and bureaucracy. He therefore advocate for the review of the local government laws and regulation for a new reform to enhance a more effective local government administration. Therefore the problem confronting the research is to proffer an appraisal of local government administration as a panacea for rural transformation

4..1 BACKGROUND OF THE STUDY

5.Initially, before the construction of refineries, petroleum used in Nigeria were imported by international oil marketers popularly known as big 8. They are total, Agip, Texaco, Unipetrol, African Petroleum (AP) National, Mobil and …petroleum. They import market petroleum product and also distribute them. But when refineries were built to produce local petroleum products that will argument the imported ones, it later became necessary for government to take over the importation of petroleum products from oil marketers and thus the resultant setting up of pipeline and product marketing company (PPMC) and independent oil marketers in the early 80’s Nigerians who can afford to construct petrol stations were granted marketers licence by an agent of the federal government (Dept. of petroleum resources) to join in the distribution of petroleum product in Nigeria under independent oil marketers status and ADONRI DAVID Vanguard control of national resources.

6.Today, the indigenous companies known as independent oil marketers are competing favourably with the big 8 in the distribution of petroleum products. That is because the operation of independent oil marketers cover across the linter lands of the Nigerian communities PPMC set by Nigerian government through the arm of NNPC constructed depots and pipelines across the nation. Linking the depots and refineries, depot to depot and refinery to refinery.

7.Talking about petroleum product distribution in Nigeria by PPMC, we have three major means by which these products are distributed. The first one is through the pipeline running to the refineries to depots and from depot to depots.

8.The second one is by tankers through the road and the last is through railways coaches.

9.1.2 STATEMENT OF PROBLEM

10.The researcher, seek to study fuel distribution in Nigeria problems and solutions.

11.Generally, there has been the problem of fuel scarcity up-till now. This is because of uneven distribution of fuel in the country. Since the country had been experiencing fuel shortages, it is important to identify the problems encountered in the distribution of fuel and also to determine the possible solution to fuel scarcity said Mbagron 10, 2001, which he titled economic of resources control.

12.1.3 OBJECTIVES OF THE STUDY

13.The specific objectives of the study includes the following:

14.i) To identify how fuel is distributed by NNPC

15.ii) To determine the problems encountered in fuel distribution

16.iii) To determine the causes(s) of fuel distribution problem

17.iv) To determine solutions to fuel distribution problems.

18.1.4 RESEARCH HYPOTHESIS

19.For the purpose of this study the following hypothesis have been formulated

20.Ho: Inadequate maintenance of pipelines equipment and pumps do not lead to fuel shortages.

21.HI: Inadequate maintenance of pipelines equipment and pumps do not lead to fuel shortages.

22.Ho: Delivery of right quantity and quality of petroleum products to filling stations do not promote effective supply of fuel

23.HI: Delivery of right quantity and quality of petroleum products to filling stations do not promote effective supply of fuel

24.1.5 SIGNIFICANCE OF THE SUTDY

25.The study of significance because it will serve as a source of vital information on fuel distribution. It will also serve as a reference for future research in the same field. It will also provide solution to fuel distribution problems.

26.1.6 SCOPE AND LIMITATIONS OF THE STUDY

27.The research is geared towards, fuel distribution in Nigeria. Problems and solution. A case study of NNPC Enugu Depot.
